Bharatiya BSNL Officers Association (BBOA) started functioning in BSNL from 03-07-2015 under the able leadership of General Secretary cum Patron Sh. Rajender Singh Tushir. Under Sh. Rajender Singh Tushir, our beloved Chairman cum Patron of BBOA, many initiatives were taken for the betterment of BSNL employees and were achieved too. Some notable initiatives are mentioned below:

1. Actively pursued with management for implementation of JTO RR 2014 to regularize officiating JTO's .These apprx. 1500 employees were looking after the work of JTO, were responsible for all the work as of regular JTO but could not even vote as JTO. We met with Director (HR/Fin) in October 2015 and got these orders implemented and notified.

2. In the LICE for promotion to JTO from TTA, qualifying service was 7 years. We pursued with management and got a relaxation of 2 years in qualifying service whereby apprx. 5000 to 6000 TTA's were promoted as JTO.

3.92 Employees working in ERP Section, Ghaziabad who were the staff of BSNL Corporate Office were posted under ITPC, Pune on 28-10-2015. These employees pursued with different associations but to no avail. We took up their case with the then Hon'ble Minister of Communications Shri Ravi Shankar Prasad Ji and after our efforts these employees were posted and working under BSNL Corporate Office till date instead of ITPC .

4. We pursued for reinstating LTC for BSNL employees with Director (HR/Fin) Ma'am. She informed that LTC can be reinstated in 2 phases, i.e. first will be given to employees above 50 and for this expenditure on the same was called from Smt. Madhu Arora Ma'am GM (Estt.) The expenditure calculated was around Rs.548 crores instead of Rs.468 crores and gradually this benefit will be passed to all the employees but this was opposed by some unions and associations due to which this proposal could not be finalized.

5. We pursued for promotion of JAO's to AO up to 2013 batch JAO's who had completed their qualifying service and got these promotion orders despite opposition by some associations who wanted JAO's up to 2010 only to be promoted. Court cases…….by SNEA

6. We pursued for promotions of JTO(Elect. ) to SDE(E) and JTO(Civil )to SDE(C)and got these orders issued.

7. We are also pursuing for relaxation in service for promotion to CAO of 2015 batch AO's as they had completed qualifying service of AO but could not be promoted earlier to AO due to administrative fault as DPC was conducted 6 years late.

8. We are also pursuing for promotions of CAO's to DGM (Finance) with management. A total of 38 posts were there for promotion but posting orders for only 26 CAO's were made for DGM(Finance) while 12 CAO's were rejected without any reason.

9. BBOA never participate in any strike , dharna pradarshan and any other agitation sponsored by all other Union/Associations, keeping in view,the interests of BSNL employees as in this environment of cut throat competition in telecom sector, there is no time for such type of agitations which indirectly affects our efficiency.

10. BBOA has always supported BSNL administration and management for their good & for benefits of staff welfare & due benefits/issues.

11. BBOA is a newly formed Association with the sole motto of staff welfare along with welfare of BSNL.With honesty and integrity,it takes initiatives for staff welfare issues before the BSNL management/DOY from time to time. BBOA has its existence in 19 Circles and has its working Circle bodies.

12. BBOA has taken the long pending issue of JTO to SDE( LDCE ) case with Secretary(T), DOT,Smt Aruna Sundararajan, Special Secretary (T), DOT and Director BSNL Board, Shri N Sivasailam and PS to Secretary(T),sh. P.K.Panda. Smt Sujata Tapan Ray Director (HR &Fin) BSNL CO had taken personnel efforts to settle this long pending issue after request from BBOA to settle this issue.

13. BBOA has taken the issue of promotions of JTO to SDE as the analogies of JAO to A.O. with the Management .

14. We are in touch with the BSNL management for one line promotions for JTO(Arch) to SDE (Arch).

15. We have facilitated transfer of many employees in BSNL to their choice of station all over India even in cases where transfers could not be done on Director(HR),BSNL level and CMD,BSNL level.

16. For many days, the organization has been receiving phone calls from several circles, which have not yet become our members and are being requested by them, to strengthen the organization of national ideology through wealth and strength (members). Some good-minded officials say that we also want to make some contribution, even so when we have not joined BSNL Officers Association (BBOA) organization. These officials are demanding BBOA account number for contribution and BBOA has accepted this demand keeping in view, the increase in expenditure per day related to this association: -

17. The associations provides free refreshements and meals for all the people coming to the headquarters of the association even when around the Central Secretariat of Delhi, and VIP Residences and Lutyen Jones, the markets are very expensive 2. In the cases of department and in case of court etc., so far the legal advice and assistance is being provided free from BBOA for which expenses are being borne but since there are still not many members in BBOA ,the monthly contribhution is not sufficient to bear these expenses.

18. We have gone to Delhi and have seen that whatever tasks BBOA has taken in its hand till date, they have completed 99% of them e.g. in case of departmental Old TTA (Year 1996-2015) to JTO case of forwarding of Recruitment Rules of Junior Telecom Officer (Telecom) -2014 vide letter No. 5-32 / 2013-Estt.IV Dated: 14.10.2015

19. Those who are involved know that in the meeting with the administration it took in only 2 hours 45 minutes for concluding this case. Of which around 1400 officers got the benefit. Nowadays BBOA has not got any benefit from their membership!

20. In the year 2015, in only half an hour meeting with the administration, the qualification of service for JTO from Direct TTA was done from 7 years to 5 years. This work was done according to the request by a particular organization's but no benefit has been received from the organization even today, when the above reduction in qualifying service by efforts of BBOA had bought relief to thousand of JE's who have now become JTO's.

21. Reg. unjustified decision of merger of ERP Core Group with ITPC - Vide letter No. CIT / 8-7 / 2012 / ERP / VOL III, dated 28.10. 2015 approval of CMD, BSNL Board New Delhi(List of ERP staff 92 Officers at ALTTC Center, Ghaziabad) : The matter was not raised by any organization other than our organization. Only BBOA has written vide its letter no: BBOA / welfare / ERP / 2015-16 / 34 dated 29.10.2015, 09.11.2015, 04.12.2015, 28.12.2015 and 23.3.2016 a to the Honorable Mr. Ravi Shankar, the Cabinet Minister of Communication . After getting negative response from F.No.BSNL / 12/1 / SR / 2016 dated 29.4.2016 on behalf of BSNL, the Communication Minister, while considering the matter seriously, had called himself the CMD.Till today 92 people have not been send to Maharashtra . At that time, 72 out of 92 members were from BBOA.

22. BBOA has given importance to the issue of Rs 22820 / rupee related to wages, according to the information, during the election, SNEA misled and AIBSNLEA lied to an extent that this order has been sanctioned by the CMD but due to elections code the orders will be issued after membership verification. It was mislead by putting it on its website just two days ago. Yet people support lies only.

23. When other organizations spoiled the said matter, then BBOA itself took the case related to Rs 22820 / - in its own hands and file a case in the court (PB CAT New Delhi OA No. 2674/2017 Dated 18.7.2017 in between Indian BSNL Officers Association: Applicant Vs Department of Telecommunication Through its Secretary (T) & Ors.

24. At present, the BBOA organization has been the only contributor to the promotion of AO from JAO till 2013 batch. In the above case, many organizations have tried to derail this promotion by insisting that promotion should be given only till 2010 batch. BBOA organization has been successful in getting promotions of AOs to thousands of JAOs in this.

25. On 29th June 2018 we got promotion orders released for JAO to AO on regular basis, with only 5 year service.
